Program Overview

The Tribal Gap Fund Grant Program helps Tribal communities move clean energy projects from planning to implementation by providing funding to address critical financing gaps.

Grants of up to $250,000 are available to support projects that require matching funds, cost-share contributions, or additional financing to complete eligible solar energy projects.

Funding is intended to leverage existing investments and help ensure promising Tribal energy projects can move forward.

Eligible Projects

Gap funding may be used to support:

  • Required cost-share or matching funds for federal, state, or other grant programs

  • Solar energy projects leveraging multiple funding sources

  • Pre-development and implementation costs necessary to complete an eligible project

  • Residential, community, facility, or other Tribal solar projects that primarily benefit low-to-moderate income Tribal communities

Projects should demonstrate financial need, project readiness, and a clear path to completion.


Program Priorities

Priority is given to projects that:

  • Advance Tribal energy sovereignty and resilience

  • Reduce energy costs for Tribal communities

  • Leverage existing funding commitments

  • Demonstrate project readiness and long-term community benefit

  • Support local workforce development and economic opportunity


Eligibility

Eligible applicants include:

  • Federally recognized Tribal governments in the Lower 48 states and Alaska

  • Tribal government departments and enterprises

  • Tribal housing authorities

  • Tribally led 501(c)(3) nonprofit organizations

  • Tribally controlled schools, including Tribal Colleges and Universities (TCUs) and Bureau of Indian Education (BIE) schools

To qualify as Tribal-led, an organization must have a majority (more than 51%) of its board of directors and executive leadership who are American Indian or Alaska Native.

Projects must primarily benefit low-to-moderate income Tribal communities and include documentation of the funding gap or required project match.
